Harilla Çipi was born on April 19, 1977 in Durrës. He graduated in 2008 from the Faculty of Law, University of Tirana, qualifying as a lawyer.

He began his professional career in 2009 at the Social Security Institute, where he practiced law until 2016. In the period 2016–2017, he continued his professional activity as a bailiff at “Kodra Bailiff Service”.

During the years 2018–2019, he was the Administrator and owner of the company “De Novo”.

Since 2019 and onwards, Harilla Çipi has practiced the profession of bailiff and is the Administrator of the Private Bailiff Office “3L”, continuing to contribute to the field of justice and the execution of court decisions.
